    党的十八大以来,我国教育正加速从“有学上”向“上好学”转变,进入“以提高质量和效益为中心”的内涵发展新阶段,教育系统进一步树立科学的育人观,坚持正确导向,强化思想引领和价值塑造,突出教育教学,提高教师能力素质,树立以促进人的全面发展、适应社会需要为根本标准的教育质量观,健全以提高教育质量为导向的管理制度和工作机制,内涵发展不断深入。我国教育质量稳步提升,得到国际社会的认可。“我们强调教育要回归常识、回归本分、回归初心、回归梦想,归根结底就是要紧紧围绕为谁培养人、培养什么样的人、怎样培养人这个根本问题,切实加强党对教育工作的领导,牢牢把握社会主义办学方向,全面贯彻党的教育方针,全面提高教育质量”。“党的十八大以来中国教育改革发展的成就与经验研究”总课题组组长,教育部党组书记、部长陈宝生说。

    “人生的扣子从一开始就要扣好。”“要注重文化浸润、感染、熏陶,既要重视显性教育,也要重视潜移默化的隐形教育,实现入芝兰之室久而自芳的效果。”“立志是一切开始的前提,青年要立志做大事包養,不要立志做大官。”5年来,以习近平同志为核心的党中央高度重视培养中国特色社会主义事业建设者和接班人,将立德树人作为教育发展的根本任务。

    5年来,越来越多的教育者意识到,培养适应民族复兴、大国崛起的一代新人,需要教育“强基固本”。各级各类学校加强党的领导,坚持社会主义办学方向,增强扎根中国大地办学的观念,深入培育和践行社会主义核心价值观,加强理想信念包養教育、爱国主义教育、中华优秀传统文化教育和革命传统教育,使之进教材、进课堂、进头脑,一批批又红又专的优秀人才茁壮成长。

    与此同时,人才培养模式改革深入推进,协同育人机制更加完善。记者从“党的十八大以来中国教育改革发展的成就与经验研究”课题组了解到,5年来,职业教育产教融合、校企合作育人模式基本形成,高等教育也建立了科教协同育人机制。推进人才培养与社会需求间的协同,与实务部门、科研院所、包養網包養網关行业部门共同推进全流程协同育人。

    人才培养质量如何,教师是关键。

    5年来,教师队伍建设持续加强,成为教育质量提升的关键支撑。师德建设长效机制初步建立,涌现出张丽莉、李保国、黄大年等一大批优秀教师。教师队伍素质能力整体提升。教师学历结构不断改善。乡村教师“下得去、留得住、教得好”的局面正逐步形成。国家把加强乡村教师队伍建设上升为国家战略,实施乡村教师支持计划,努力造就一支包養素质优良、甘于奉献、扎根乡村的教师队伍。截至2016年底,全国22个实施省份中,有684个县实施乡村教师生活补助政策,惠及8.1万所学校的近130万名乡村教师。

    保障教育质量,标准和监测体系至关重要。党的十八大以来,我国教育质量标准和监测评价体系更加完善。教育标准体系初步建立,发布中国学生发展核心素养,以培养“全面发展的人”为核心,确立人文底蕴、科学精神、学会学习、健康生活、责任担当、实践创新六大学生核心素养,研制各学科课标与学业质量标准。教育领域各类国家标准、行业标准和国家层面的规范、指标、指南等近800项,让教育有标可循。

    协调发展:教育服务经济社会发展能力明显增强

    “党的十八大以来,包養網适应和引领经济发展新常态,服务产业转包養網型升级和国家重大战略,以教育结构性改革为主线,以服务区域经济社会发展和促进区域教育协同发展为导向,教育发展的整体性、协同性、包容性、可持续性达到新的水平。”陈宝生谈道。

    5年来,一系列举措深入人心:

    适应城镇化发展需要,协调推进城乡教育发展,2012—2016年城区义务教育学校增加近1500所,镇区的初中学校增加1000多所;

    国家出台关于加快中西部教育发展的包養指导意见,第一次对中西部教育改革发展作出顶层设计;

    中央财政投入农村义务教育薄弱学校改造工程资金,90%投向中西部地区,贫困地区义务教育学校办学条件得到明显改善;

    继续实施“中等职业教育基础能力建设工程”,构建更加开放通畅的人才成长立交桥,畅通职业教育学生升学通道;

    积极发展专业学位研究生教育,专业学位硕士研究生招生数占到硕士学位研究生总数的将近一半;

    终身学习“立交桥”更加畅通,建成覆盖全国城乡、学历教育和非学历教育并重的继续教育组织体系。

    采访中记者了解到,党的十八大以来,为进一步提升教育服务经济社会的发展能力,学校布局结构进一步优化,整体办学效益和服务水平显著提高。区域教育协同发展,东中西部教育差距进一步缩小。教育层次类型结构更加合理,人才培养体系日趋完备。培养造就数以千万计应用型人才、技术技能人才和一大批拔尖创新人才。以供给侧结构性改革为主线,人才培养的层次、类型、专业和区域布局结构不断优化。

    创新发展:现代教育治理改革取得突破

    “党的十八大以来,以推进教育治理体系和治理能力现代化为总目标,深包養網化教育领域综合改革,全面推进依法治教,基本形成教育改革的‘四梁八柱’架构,教育改革呈现全面发力、多点突破、蹄疾步稳、纵深推进的新局面,重点领域和关键环节改革取得实质性突破,为加快构建和应用教育新观念、新技术、新模式提供体制机制支撑,激发了教育活力,释放了改革红利。”陈宝生谈道。

    5年来,这些改革举措,与每个家庭息息相关:

    ——国务院启动恢复高考以来最全面、最深刻的考试招生制度改革。全国31个省(区、市)均已形成高考改革实施方案,“两依据一参考”招生录取模式在上海、浙江取得突破,高中学业水平考试和综合素质评价制度在各地陆续建立;

    ——高包養網职院校与普通本科分类考试招生改革取得重要进展,2016年高职分类考试招生人数占当年高职招生计划总量的比例从2013年的43%提高到50%以上;

    ——高校招生录取公平状况明显改善,实施“支援中西部地区招生协作计划”,近百万中西部孩子圆了大学梦。高考加分项目得到有效清理规范,全国性鼓包養網励类加分项目全部取消,地方性加分项目减少63%;

    ——启动以初中学业水平考试成绩与学生综合素质评价为依据的高中阶段考试招生制度改革,各地普遍将优质普通高中的招生名额按不低于30%的比例合理分配到区域内各初中。

    这些举措意味着,考试招生制度改革深入推进,“促进公平、科学选才”的新机制正在逐步建立。

    与此同时,民办教育分类管理制度政策体系基本确立,为民办教育长远健康发展铺平道路。教育管办评分离改革走向深入,教育治理现代化迈出重要步伐。教育法律体系更加完善,依法治教、依法治校全面推进。

    “5年来,以法治思维和法治方式推进教育综合改革,政府依法行政、学校依法办学、教师依法执教、社会依法支持和参与治理的教育法治实施机制和监督体系不断健全。”采访中,一线教师普遍认为。

    开放发展:中国教育正在走向世界教育中心

    “百余年包養網的留学史是‘索我理想之中华’的奋斗史,一批又一批仁人志士出国留学、回国服务,大批归国人员投身中国共产党领导的伟大事业,在中国革命、建设、改革的历史画卷中写下了极为动人和精彩的篇章。”在欧美同学会成立100周年庆祝大会上,习近平总书记的讲话在神州大地与世界各地回响。

    党的十八大以来,我国教育事业开放发展呈现出新的格局,中国教育正在走向世界教育中心。

    ——双向留学与人才引进规模迅速增长,人才培养国际化水平大幅提升。“留学中国计划”扩大了来华留学规模。2016年,外国留学生有44万人次在华学习,比2012年的33万人次增加约11万人次,学历留学生特别是研究生比例上升较快,我国成为亚洲第一、全球第三的留学目的国。截至2016年底,留学回国人员总数达265万人,十八大以来5年回国人数占到70%。出国留学完包養成学业后选择回国发展的留学人员比例由2012年的72.38%增长到2016年的82.23%。

    ——多边、双边人文交流机制不断完善,已成为国家对外交往的重要支柱。5年来,在原有的中俄、中美、中欧和中英4个高级别人文交流机制基础上,又拓展建立了中法、中南非、中德、中印尼4个新的高级别人文交流机制,教育服务国家对外战略能力不断增强。

    ——教育“请进来、走出去”稳步推进,带动我国教育质量提升。高质量中外合作办学项目持续增多,丰富了我国教育供给和优质教育资源。

    ——教育部先后部署实施多项共建“一带一路”教育行动,有力地配合了国家“一带一路”建设的实施。

    “党的十八大以来,我国教育对外开放的基础和条件发生深刻变化包養網,国家开放新战略为教育对外开放注入新动力。落实党中央‘统筹国内国际两个大局’的要求,以开放促改革、促发展,教育对外开放质量和水平不断提升,形成全方位、多层次、宽领域的新格局,服包養網务党和国家工作大局。”陈宝生指出。

    智能综合监控系统自动监测并调节菇房的温度、湿度、二氧化碳含量。在福建省古田县国家现代农业包養網产业园晟农银耳工厂化栽培厂房,最佳的生长环境让银耳实现全年全天候生产。

    属亚热带季风气候的古田县,有“中国食用菌之都”的称号,30多个菌类实现规模化生产,其中银包養網耳产量占全国的90%多。

    以食用菌为主导产业,古田县于2019年开始创建国家现代农业产业园。“在国家产业园创建中,我们着重加快新技术新模式运用推广,重点建设了菌种优化提升、标准生产示范、加工业高质量发展包養網、产业功能拓展、产业服务平台五大工程40个项目。”产业园负责人余新敏说,目前规划面积42.9万亩的园区已构建起深度融包養合的食用菌全产业链条包養網,食用菌产业总产值达130亿元。

    “产包養业要振兴,技术需先行包養。”余新敏说,为加大食用菌产业的科技装备支撑,产业园首先对科研实力进行了全方位提升,集聚了全国银耳标准化工作组、国家菌草工程技术研究中心分包養網中心、福建农林大学(古田)菌包養網业研究院、古田县食用菌研发中心及32家民营科研所、100多家菌种场包養網

    “仅20包養19年,我们就自主选育食用菌品种6种,引进并成功栽培包養5种,研发推广食用菌栽培新技术7项。”福建农林大学(古田)菌业包養網研究院院长胡开辉说。

    同时,园区大力推广应用标准化菇房智能调控设施、自动装袋机、气泡清洗机等食用菌生产先进技术装备包養網,并在园内重点企业先行试点物联网系统,建成“互联网包養網+食用菌区域化、链条化”网络平台。目前,产业园新优食用菌品种覆盖率已达到100%,数字化管理生产面积已增加到352万平方米。

    在推包養網动科技种菇的基础上,古田县食用菌产业园还致力于发展以食用菌为基础的新产业、新业态,大力推动食用包養網菌产业一二三产融合发展,推进食用菌精深加工,开发出冻干银耳羹、银耳曲奇、银耳手工皂、银耳清露等一系列以各类食用菌为原料的精深加工产品10余种,并引导带动流通、农村电商、休闲农业和乡村旅包養游等业态发展。目前产业园已建成集现代食用菌产品及原辅料交易、包養網仓储、资金结算、物流配送(含冷链物流)为一体的国内包養一流的集散中心,园区内经营主体在各大电商平台开设店铺数千家。

    “去年直播带货效果非常好,最好的时候单日销量达到了1400多单。”古田晟农农业开发有限公司总经理“银耳姐姐”张家巧说,产业园建设给每包養个主体都提供了发展的大平台。

    余新敏说,产包養业园建设也营造了良包養好的创业就业环境,带动农民收入大幅提包養高。目前,园区聚集了省市龙头企业26家,新型经营主体533家,吸纳就业人数超过包養網16万人,吸引返包養網乡创业创新人数包養近180人。同时,产业园创新农户利益联结机制包養,成立银耳产业联盟,推动银耳菌包厂、烘干厂、加工厂等与农户合作,实现农户食用菌生产、加工、销售一体化,解决农户产品加工储藏、销售市场等问题,并通过包養标准化菇房建设,改善农户生产条件,保障产品质量和安全,使农户受惠,真正形成了包養“县域工厂化”的现代农业园区。
